In fact I will have to disagree with your teacher. The Straits of Belle do not have enough of a flow to affect the climate of Eastern Canada. The total volume of water flowing between the straits is not enough. And the water in the St Lawrence is coming out not in to the continent. 

At least that is my initial take on it all

My Grade 8 science teacher in Tatamagouche in 1960 suggested to us that much of the cold we receive in our region results from the Arctic flow between Newfoundland and Labrador, cold water that has a significant cooling effect on the Eastern Canadian climate as it pours into the Gulf of St. Lawrence. Her solution would be to dam the Strait of Belle Isle. Halting that flow, in Mary Murray's opinion, would make our Maritimes climate more temperate. Apart from the incredible engineering challenge of building the dam, does the theory make sense?</description>
